The Washington State legislature passed EHB 2247 in May of 2001 to require all public entities to evaluate a LEED Silver Building in the ELCCA process. The legislation is incorporated into RCW 39.35.030 and definitions appear in the Energy Life Cycle Cost Analysis Guidebook June 2002 edition.
